The political landscape at the highest levels in Hanoi has just witnessed a dramatic milestone as the meeting of the Steering Committee for Amending the Party Charter on August 5, 2026, officially brought to a close the turbulent months of a large-scale purge targeting reformist trends that began in May 2026.
This amendment to the CPV Party Charter is positioned as an inevitable step to institutionalize the entire organizational system and leadership methods following the streamlining and restructuring of the apparatus carried out by General Secretary and President To Lam.
However, what surprised both international and domestic observers was not the technical aspects of amending the Party Charter or the process of reorganizing the apparatus, but rather the political message delivered by the Party’s supreme leader.
When Mr. To Lam demanded that the amendments must “absolutely uphold Marxism-Leninism and the thoughts of Ho Chi Minh, maintain the Party’s ruling role, and adhere to the principle of democratic centralism.”
In doing so, Mr. To Lam appears to have personally put an end to expectations of a comprehensive, landmark reform that he had announced from the very beginning of his tenure in August 2025.
Back in 2025, when Mr. To Lam first identified the “bottlenecks within bottlenecks” and loudly pledged to lead the country into an era of advancement in line with the development trends of progressive nations, many believed that a wave of reform was truly knocking on the door of Vietnam’s political system.
However,
